1.General Facility Rules
1.1. Individuals using this facility will do so at their own risk. The property owner(s), league operator(s), officers, referees and staff of NorCal Sala assume no liability for any injuries or accidents that may occur. Please reference rule 5.3 regarding our waiver/liability release form.
1.2. Conduct within the facility should be in the spirit of good sportsmanship and have safe play as a primary concern.
1.3. No Alcohol or Drug use is permitted before/during games.
1.4. No sunflower seeds, chewing tobacco, or chewing gum allowed in the facility.
1.5. No glass containers, food or drink allowed on the playing surface.
1.6. All play must be conducted within the set of rules as set forth in this East Bay Sports Official Rulebook.
1.7. We reserve the right to refuse play and/or service to anyone.
2. Ball Size ( Futsal )
Size #4 U13 - Adult
Size #3 U9 - U12
Size #2.5 U8 and unde
2.1. Only FUTSAL ball allowed
3. Player Equipment
3.1. Flat-soled or turf studded shoes designed for artificial surfaces only. No outdoor cleats allowed.
3.2. All players on the same team are to wear matching color jerseys. We ask our players to always bring a light and dark shirt in case of conflict. If there is a conflict the HOME team must change.
3.3. Goalkeepers must wear a color to distinguish them from all other players.
3.4. Shin guards are mandatory and must be covered entirely by a sock.
3.5. Players cannot wear jewelry (watches, bracelets, etc.) during play. Earrings must be removed, not covered. The ref will ask a player to step off the field until they are.
3.6. Soft Casts are allowed if properly wrapped. Hard Casts are never allowed as injuries have been re-aggravated/re-broken against the walls.
4. Number of Players

Women Indoor 5v5
4.1. Minimum of three players (including GK) must be present to start the game.
4.2. Coed Leagues: At least ONE field player must be a woman in order to start the game.
4.3. Teams are given 5 minutes to meet the above restrictions until the game is declared a forfeit loss. Clock will begin to run at the start of the scheduled time.
5. Team/Player Rosters
5.1. Teams may have a roster of a maximum 14 players indoor,
5.2. All rostered players MUST have ID League
5.3. All players MUST have a signed NorCal Sala Liability/Injury Waiver and Release completed before play.
5.4. Players may only play for one team within a single division. Violation of this rule will result in forfeiture of all games in which the violation occurs.
5.5. Players must be currently within the age restrictions for the league and be able to provide proof of their age. In our Youth leagues, younger players may play up in age group, but older players cannot play down in age.
5.6. The facility reserves the right to make the necessary changes within league divisions to ensure an equal level of ability and competition.
5.7. Changes to the roster are not permitted. After the 1rd game, rosters are frozen and no further changes are allowed. This includes injuries.
6. Guest Player
6.1. No guest players allowed. Once a player steps foot on the court with a team, they are apart of that team's roster.
7. Team/Player Fees
7.1. All teams/players are required to pay their respective dues in full in order to participate at NorCal Sala.
7.2. An ID League is required in order to participate.
7.3. Team Fees are due, IN FULL, By week 4 of the season. Failure to do so may result in forfeit.
7.4. Any teams with unpaid balances after the week 4, Your team will not be on the standing until paid in full.
8. Expectation of Team Managers
8.1. Team Managers are the direct line of communication for our league/facility operators. We are here to provide a fun and safe place to compete and expect our managers to facilitate teams who echo that goal.
8.2. Must have open and responsive communication through email and phone or Text.
8.3. We expect managers to communicate effectively in regards to requests/reschedules/problems that occur throughout the season.
8.4. We expect managers to be aware and to manage their own rosters. This includes:
- When payments need to be made.
- Any suspensions their players have been given.
- Making sure that players all meet the division guidelines.
- Removing players no longer on the team. 12 is the maximum you should have on your roster at any given time.
To be very clear, it is sometimes very difficult for the facility to catch a team that is breaking the rules, it is the manager?s job to be aware of his roster and keep this from happening on his team. Unless you have permission from the facility, there is a zero tolerance rule for teams caught breaking them. All previous games will be recorded as forfeits. No exceptions.
9. The Referee
Referees are in place to make decisions, to the best of their ability, in accordance with these rules, to keep play safe for all those participating. Their decision on the field is to be respected and followed, even if you do not agree with it.
9.1. Enforces our NorCal Sala rules of play.?
9.2. Controls the match; Safety of players.
9.3. Ensures players meet the requirements of Rule #3 (Player Equipment)
9.4. Acts as timekeeper and keeps record of the match results / disciplinary actions.
9.5. Stops, suspends, or terminates the match at their discretion for any infringements / outside interference.
9.6. Stops the match if, in his opinion, a player is seriously injured and ensures they are removed from the field of play.
10. Duration of Match
10.1.Two 20 Minutes Halves Half-time interval is 2 minutes.
10.2. The clock shall begin to run at our scheduled time in order to keep later games on schedule.
10.3. The clock shall only be stopped for serious injuries, as determined by the referee. If time is stopped due to injury, the player must leave the field of play before the clock starts. Any major head injury will not be allowed to re-enter the game. Minor head injuries are given a mandatory 4 minute break to assess and protect the player.
10.4. Goalkeeper Exception: If it is the GK whose injuries required a clock-stoppage, and the GK is able to continue play, they may forgo the required substitution.
10.5. Playoff and Championship games will consist of two 20 minute halves. Ties will result in one full 5 minute overtime. If still tied, a standard 3 person shootout will occur. See rule #24.
11. Reschedule Policy
11.1. Reschedules are reserved for times when a team does not have enough players to field a team. You may be required to play shorthanded some games during your participation at our facility.
11.2. Reschedules must be requested by the Team Manager.
11.3 Reschedules must be requested 1 week in advance.
11.4. It is then entirely up to your opponent to accept the offered reschedule date or to take a forfeit win.
11.5. The game is marked as a forfeit until/if the rescheduled game is able to be played.
11.6. If a team requests a reschedule and we are unable to fill the gap in our schedule from the original time, a $40 reschedule fee will be applied to cover our referee fee.?
11.7. If a team does not show up to a game and does not notify the facility, a $100 fee will be applied to cover our referee and facility fee..?
11.8. The facility is not required to reschedule any game and requests may be subject to forfeit due to lack of availability. Once a game is rescheduled, there will be no additional attempts to reschedule. If either team cannot play once agreed, the game will end in a forfeit by the team unable to play.
12. Forfeits
12.1. Forfeit Declared: A forfeit is declared when a team is unable to put the minimum number of players on the field within 5 minutes after the game?s start time. The game clock will continue to run while the team is attempting to field their players and the time elapsed will not be reinstated.
12.3. Forfeits will always be rescheduled if it was an administrative error. We will attempt to reschedule games if given proper notice from a manager, but it is dependent on facility space and it is up to the opposing team being able to play at the new time. Only one attempt will be made. Games forfeited the day of will not be rescheduled.
12.4. Any forfeited game will be recorded as 7-0 (adult leagues) loss against the forfeiting team in the overall league standings.
13. Start and Stop of Play
13.1. A whistle by the referee will indicate the start of the game.
13.2. Team from the left hand of the Referee kicks off to start the game.
13.3. At half, teams will switch sides.
13.4. Kickoffs Are Indirect: A goal cannot be scored directly from a kickoff.
13.5. The ball must be played within 5 seconds after the referee has signaled for play to begin or the opposing team is awarded the ball.
13.6. On a kickoff, the ball may be kicked in any direction.
13.7. All players must be on their own side of the field at the start of? each kickoff.
14. Ball In/Out of Play
14.1.? Out of Bounds: The ball is out of play when it touches the netting above the perimeter wall or goes completely out of the arena.
14.2.? Kick In: When the ball goes out of bounds, an indirect ?kick-in? will be awarded to the opposing team from the touch-line at the point closest to where the ball made contact with the netting. Players may move the ball a step out from the wall to allow space to kick.
14.3. Ceiling Out of Bounds: When the ball hits the TOP netting, an indirect ?free kick? shall be awarded to the other team on the white dot in the half which the net was hit. The middle line or kickoff dot is NOT included.
14.4.? Throw In: When the ball hits the netting over the end perimeter wall between the corner marks having last been played by one of the attacking team, play can be restarted with a goalkeeper throw in, from any point within the penalty arc.? The ball must be distributed to another player outside the penalty box within 5 seconds.
14.5.? Injury Stoppage:? Play will restart with the team in possession the moment the injury occurs. If neither team had clear possession, the game will be restarted with a drop ball.
14.6.? Corner Kick:? When the ball hits the netting over the end perimeter wall between the corner marks having last been played by a player on the defending team, play shall be restarted with a corner kick. The ball will be placed on the corner spot nearest the point where the ball made contact with the netting.? A goal may be scored directly from a corner kick as all corners are direct kicks.
15. GOL from Goalkeeper
15.1. GOL can not count without touching 1 times went the goalkeeper restart the game.
16. The Method of Scoring
16.1. A goal is scored when the whole ball has passed over the goal line, between the goalposts and under the crossbar, provided it has not been thrown, carried or intentionally propelled by hand or arm by a player of the attacking side, except in the case of a goalkeeper who is in his own penalty area.
16.2 The team scoring the greater number of goals during the game shall be the winner.
17. Restarts
17.1. Indirect Free Kicks: A kick requiring a touch from two different players in order to score. This includes any kickoff, or any kick after a ball is declared out of bounds.
17.2. All fouls or any other situation will be restart with Indirect free Kicks.
17.3. The following applies to any free kick:
17.3.1. No Second Touch: The player taking the kick cannot play the ball until someone else touches the ball.
17.3.2. Five Second Rule: If a player delays taking a kick longer than five seconds, the ball will be turned over to the opposing team to take the restart.
17.4. Penalty Kicks
17.4.1. Penalty Kicks are awarded when a defensive physical foul takes place in a goal box or is an attempt to deny an obvious scoring opportunity.
17.4.2. Any handball in the goal box, by the defending team, results in a penalty kick.
17.4.3. Penalty Kicks shall be taken from the top of the arc. Can be taken by any player on the field
17.4.4. If the clock stops for half-time or full-time, after the call has been made, but before the kick has been attempted, the kick will still be allowed but with rebounds not playable.
17.4.5. All players except the goalkeeper and the shooter must be behind the white line until the ball has been played.
17.4.6. The referee whistle signals the start of the kick. The player then has 5 seconds to play the ball.
17.4.7. The goalkeeper is required to stay on the goal line prior to the kick. When the GK leaves the line early: if a goal is scored, it will count. If the goal is missed, the kick will be retaken.?
17.4.8. A penalty kick is awarded to the other team when a player is found chewing gum on the playing field.
17.5. Goal Keepers
17.5.1. The goalkeeper may not use their hands when the ball is passed or intentionally deflected, with the foot, from a teammate. This will result in an indirect free kick from the closest spot outside the goalie box.
17.5.2. The goalkeeper, with ball in hand, has five seconds to distribute the ball outside the box. Dropping the ball to feet, in the box, does not reset this count.
18. Substitutions
18.1. Substitutions are to be made during the play of the game. The referee will not stop either the play or the time for a substitution.
18.2. Substitutions must be made within 10ft of your own player box, except in the case of injury.
18.3. The player entering the field must wait until the player coming off is within 10ft of exiting.
18.4. Player entering the field cannot play the ball until the exiting player is entirely off the field. Failure in this will result in a yellow card.
18.5. Goalkeepers can be changed on the fly within the same rules posted above, or the team can notify the referee of the change occurring at the next dead ball. The referee will then hold play for 10-15 seconds until the goalie is in the game.
19. Fouls
19.1. Major Offenses: Awarded a Indirect Free Kick
- 19.1.1. Kicking or attempting to kick an opponent
- 19.1.2. Tripping or attempting to trip an opponent
- 19.1.3. Charging (checking) an opponent
- 19.1.4. Striking or attempting to strike an opponent.
- 19.1.5. Holding an opponent
- 19.1.6. Pushing an opponent
- 19.1.7. Jumping at an opponent
- 19.1.8. Intentionally handling the ball (except goalkeeper within their own goalie box)
- 19.1.9. Slide tackling an opponent with contact?
- 19.1.10. Dangerous Play is a movement or action deemed to be dangerous to others or yourself by the referee
- 19.1.11 All our Youth Games on the Medium Field will not allow headers. Indirect kick shall be awarded at the spot of the header.
- 19.1.12. Obstructing an opponent: standing between the opponent and ball (while not in possession) as to form an obstacle.
- 19.1.13. Slide tackle without any player around
- 19.1.14. Delay of game
- 19.1.15. Dissent towards other players or referee. May also result in disciplinary cards.
- 19.1.16. Illegal Substitution?
- 19.1.17. Playing the ball while on the ground. (Except goalkeeper in his own box)
- 19.1.18. Using the boards/glass to create leverage/advantage. This is called by referee discretion.
20. Time Penalties
Cautioned penalties given during the course of a game shall be given as follows:
Yellow Card 2 Minutes Sustitution for another player if don't have a extra player they will needs to wait until pass 2 minutes
Red Card 2 Minutes (adults) - 2 Minutes ( Kids ) Teams Remains short handed for the entire duration
20.1. Time penalties expire by the end of the first half.
21. Yellow card and Red Card
21.2. Two Yellows will also result in an automatic red card.
21.3. Yellow Card Penalties are given for, but not limited to, the following offenses:
21.4.1. Persistent infringement of the rules.
21.4.2. Persistent dissent towards the referee or another player.
21.4.3. Persistent unsportsmanlike conduct.
21.4.3. Any foul defined in section 19.1, which the referee?s judgment was done intentionally and in an aggravated manner, may result in a yellow card, or more serious penalty.
21.5 Red Card Offenses are taken very seriously by our facility. A player who receives a red card is required to leave the facility promptly. A one-game suspension is automatically given and will be subject to further suspension based on the nature of the infraction and the player/team history. Red Card offenses are given for, but not limited to, the following offenses:
21.5.1. Kicks or attempts to kick an opponent in a violent manner, when not attempting to play the ball, or in retaliation for a perceived foul.
21.5.2. Spitting at an opponent or the field playing surface.?
21.5.3. Strikes or attempts to strike an opponent whether as the aggressor or in retaliation of a perceived foul.
21.5.4. Foul or Abusive Language used in a confrontational manner.
21.5.5. Fighting regardless of the reason
21.5.6. Anyone leaving the bench to become involved in the fight, even if their intent is to break up the fight.
21.5.7. Referee Abuse in any manner, including verbal abuse in response to a call, threats, and any physical confrontation.
22. Serving Penalties
22.1. All players including goalkeepers must serve their own penalties
22.2. After opponent scores: If a goal is scored against a team that is playing shorthanded from a Red Card, the team may return one player to the field,
22.3. When a team has 2 players out for penalty time and the opposing team scores, only the first player may return to the field.
22.4. If both teams are serving equal penalties, and a goal is scored, both teams remain shorthanded for the duration of the penalty.
23. Ejections and Suspensions
23.1. Red card is an automatic ejection from the game and the player must leave the facility. The person will be given an automatic one game suspension that can be increased based on player history and the severity of the infraction. The suspension includes all play at the facility, including play with other teams, for the duration of the suspension.
23.2. Fighting has a NO TOLERANCE policy. All those involved will be suspended for one session.
23.3. Any player who swears at or degrades a referee will get a minimum 4 week ban (half a session). If a player is on multiple teams then they will miss all the games during that time. Any repeat offender is suspended for 6 months.
23.4. A player who makes an attempt to intimidate the referee by threat of physical abuse, pushing or attempting to make contact with the referee will be suspended from all play at the facility for a period of 6 months.?
23.5. Striking an NorCal Sala employee or referee will result in a permanent ban from play at all facilities. NorCal Sala will also file a criminal complaint with the police whenever an employee or referee is struck while carrying out their duties.?
23.6. Ejections carry over from one session to the next.
23.7. When a player receives a red card, the team manager must give the referee the player?s full name. Failure to do so will result in a forfeit of the game and an added game suspension for the offending player.
23.8. Suspensions can be extended beyond what is listed for repeat offenders or depending on the circumstances. Suspensions are up to the discretion of management.
24. League Point Scoring
24.1. League standings are determined by overall point totals. League results are given the following points:

Tie 1 point
Loss 0 points
24.2. If teams are tied in overall points, the following is the order of tiebreakers:
- 1.- Head-to-Head
- 2.- Goal Differential
- 3.- Goals For
- 4.- Goal Against
24.3. Be aware: Our online standings do not account for Head to Head.
24.4. In the case of a 3-way tie in standings. Head-to-Head must be a clean sweep of the other teams in order for one team to advance by Head-to-Head. If there is no clean sweep the 2nd tiebreaker (Goal Differential) will be used.
25. Tie Games
25.1. There are no tie breakers during regular seasons. Play ends in a tie.
25.2.1. In the event of a tie game at the end of regulation in Quarter Finals and Semifinals Better team on standing board advance, in Championship teams will play one 5 minute overtime (no golden goal). If the game is still tied, teams will then participate in a standard 3 person shootout.
25.2.2. Home Team kicks first in the shootout.
25.2.3. Teams alternate shots
25.2.4. Game is over when one team cannot catch up with the remaining shots left.
25.2.5. If the shootout is still tied, the remaining players including the GK alternate shots until one team wins
25.2.6. Each team must have equal number of players participating in the shootout. If one team has more players than the other, the team with more players must exclude the number of players necessary to equate to the second team?s number.

28. Other Rules
28.1. Macho Rule: The intent of this rule is to protect female players from uncontrolled and unreasonably aggressive play by male players. If the referee feels that a male player, in the reasonable belief of the female player, intimidates or threatens a female player, on his team or the opposing team, through aggressive or forceful play, a foul may be called and a direct free kick awarded. This includes but not limited to: high/hard kicks, physical / verbal intimidation.
28.2. Player Box: No one except coaches and players are allowed in the player box. (Maximum of 2 coaches) No adults/children other than those playing in the present game are allowed in the player box. No Parents!
28.4. Please leave the player benches clean for the next team. Pick up all garbage and personal belongings in a timely manner.
28.5. No outside alcohol or prohibited food products allowed in the facility. No chewing tobacco or gum allowed in the facility.
28.6. No Dogs (without proof of Service Dog ID) allowed in the facility.
28.7. No players, coaches may be under the influence of drugs or alcohol.
28.8. Racism of any kind will not be tolerated at this facility. We want everyone to feel comfortable and have a great time playing here. Suspensions/bans will be implemented as we see fit.
